Justice M. Tabassum Aftab Alvi Hon’ble Chief Justice
Mr. Justice M. Tabassum Aftab Alvi, Hon’ble Judge of the AJK High Court was born on February 20th 1958 at village Sanghar Rawali of District Bagh. He did his Matriculation from Government High School Mohri Furman Shah in 1975. He joined Hussain Shaheed Govt. Degree College Rawalakot and passed B.A. examination in 1980 from Punjab University, Lahore in the year, 1979. He acquired Degree of LL.B. from University of Karachi in the year 1983. He did his Master of Law (LL.M.) from the University of Karachi in 1988. After appearing in final examination of Bachelor of Law, he joined the office of a famous jurist and senior Advocate of Supreme Court of Pakistan practicing at Karachi, Mr. S.S. Sheikh in 1983. He was admitted on the role of Sindh Bar Council on 22-5-1984. After enrolment, he joined the office of Mr. Usman Ghani Rashed, former Advocate General Sindh an outstanding Honorary Professor of Government S.M. Law College Karachi, in December 1984. He was enrolled as an Advocate of the High Court of Sindh on June 19th, 1986.
On the inspiration of Mr. Justice Raja Muhammad Khursheed Khan and Mr. Justice Sardar Said Muhammad Khan, former Chief Justices of Azad Jammu & Kashmir, he shifted from Karachi to Muzaffarabad on March 11th, 1988 and he was enrolled as an Advocate of the High Court of Azad Jammu & Kashmir on 11-4-1988. He was enrolled as an Advocate of Supreme Court of Azad Jammu & Kashmir on September 1st, 1988. He also enrolled as an Advocate of Lahore High Court on the role of Punjab Bar Council, Lahore on January 28th, 2003. He, on the request of late Mr. Muhammad Mumtaz Abbasi, Administrator Kashmir Law College, Muzaffarabad and late Mr. Justice Raja Muhammad Akram Khan Principal, joined Kashmir Law College as Honorary part time Professor on January 1st, 1989 and taught in the aforesaid institution for about 14 years. He had also taught in the University Law College Muzaffarabad from the years 2002 to 2004.
He remained unopposed Finance Secretary of Azad Jammu & Kashmir Supreme Court Bar Association for several times. He was also elected for three terms as Secretary General of Azad Jammu & Kashmir Supreme Court Bar Association since February 16th, 2002 to May 5th, 2006. He remained member of Karachi Bar Association and Sindh Bar Council. He is lifetime member of Lahore High Court Rawalpindi Bench and Punjab Bar Council. He is also lifetime member of Azad Jammu & Kashmir Bar Council and member of Central Bar Association Muzaffarabad.
He practiced for about 23 years in the Azad Jammu & Kashmir High Court and Supreme Court, mostly on constitutional side and in service matters besides conducting numerous cases in criminal and civil matters. Approximately 400 cases conducted by him in the Azad Jammu & Kashmir Service Tribunal, High Court, Shariat Court and Supreme Court have been reported in different leading journals of Pakistan. He conducted large number of civil, criminal, service and constitutional cases before subordinate Courts of Karachi, Sindh High Court at Karachi and Lahore High Court Rawalpindi Bench. On a number of occasions, he was invited by the High Court and the Supreme Court of Azad Jammu & Kashmir to assist the Courts as some amicus curiae. He elevated to Bench of February 24th, 2011 and took oath on February 25th, 2011. Thereafter, he was also granted an Additional Charge of Judge, Shariat Court. The Hon’ble Mr. Justice M. Tabassum Aftab Alvi, has also performed as Chairman, Press Foundation as well as Chairman, Azad Jammu & Kashmir Judiciary Service Tribunal.
He was elevated as Chief Justice of the High Court of Azad Jammu and Kahsmir on 3rd April 2017 and Chief Justice of the Shariat Court of Azad Jammu & Kashmir on 5th April 2017 and took oath on 5th April, 2017 respectively.
Justice Azhar Saleem Babar
Mr. Justice Azhar Saleem Babar was born in village BaniPasari District, Bagh on 23rd March 1959. His father was an educationist and was serving as Headmaster High School by that time. So, Mr. Azhar Saleem Babar got his primary education from different institutions while staying with his father. He passed his matriculation from Government College, Bagh in the year 1973 from Board of Intermediate and Secondary Education, Lahore. He passed his F.A. examination from Mirpur Board in the year 1976 and thereafter he graduated from University of the Punjab in the year 1978. He decided to study law and got admission in Punjab University Law College new campus Lahore in the year 1979. He was enrolled as Pleader in Azad Kashmir in the year 1982. He joined Central Bar Association, Muzaffarabad, the same year and started legal practice in Muzaffarabad. As an Advocate, he participated lawyers movement for revival of democracy in the year 1983 and attended lawyers convention in Lahore along-with a high profile delegation of members of Central Bar Association, Muzaffarabad. He moved to District Bagh in the year 1985 and was elected as Secretary General District Bar Association Bagh in the year 1985. He was enrolled as an Advocate High Court in January 1988. He was appointed as Sub JudgeKahuta in 1988. He was transferred as Additional Sub Judge, Rawalakot on 11.06.1989. He was nominated for Shariah Academy training course in Islamic International Islamic University Islamabad from 4th August to 23rd November 1990. On 11.10.1990, he was transferred and posted as Sub Judge Pallandri. He was transferred to Rawalakot as Sub Judge/ ADM on 21.03.1991. He was transferred as Sub Judge/ Magistrate 1st Class to Authmuqam on 31.10.1992. Due to his tireless efforts, Judicial Officers Association Azad Jammu & Kashmir was recognized by the Government. He has the prerogative of becoming founder president of Association as Sub Judge. He was transferred and posted as Sub Judge/ Magistrate 1st Class Rawalakot on 20.05.1995. On 23rd May 1995, he was appointed as Revising Authority for electoral area of Tehsil Rawalakot. He joined as Sub Judge/Magistrate 1st Class Bagh on 05.04.1999. He was promoted as Senior Civil Judge on officiating basis, vide order dated 15.11.1999. He was transferred as Senior Civil Judge, Thorar on 24.05.2000. He was promoted as Judge Family Court/Senior Civil Judge B-18 on 18.10.2001. He was nominated for Senior Civil Judge Refresher Course held by Federal Judicial Academy, Islamabad. He was promoted on current charge basis as Additional District and Sessions Judge on 19.05.2003 and was confirmed on 04.08.2003 and was posted as Additional District & Sessions Judge, Muzaffarabad. On 25.05.2004, he was promoted as District and Sessions Judge on acting charge basis and was confirmed on the same date. He was given pride of performance by the High Court on 05.07.2004. He was transferred as District & Sessions Judge, Rawalakot on 01.02.2006. He was transferred to Kotli as District & Sessions Judge on 31.10.2006. He was appointed as Member Service Tribunal, vide order dated 21.12.2006. He was posted as District & Sessions Judge, Pallandri on 01.07.2009. He was transferred as District & Sessions Judge, Rawalakot on 02.04.2010. He was posted as District & Sessions Judge Bagh on 15.01.2011 and was posted as District & Sessions Judge, Muzaffarabad on 22.04.2011. He was appointed on deputation as Judicial Member Income Tax Appellate Tribunal of AJ&K Council on 14.05.2011. He was elevated as Judge High Court of Azad Jammu & Kashmir, vide notification dated 13.03.2013.
Justice Muhammad Shiraz Kiani
Born on August 06, 1965, Justice Muhammad Sheraz Kiani got his early education in his native town Dadyal of District Mirpur. He passed his Matriculation Examination in 1981 from High School Dadyal, Intermediate from Government Degree College Dadyal in 1983 and Graduated from University of Azad Jammu and Kashmir in 1985. He pursued higher education and secured LLB Degree in 1989 from the University of Punjab Lahore. He was enrolled as pleader in 1990 and practiced as a lawyer in Mirpur/Dadyal up till 1995. He started his judicial service as a Civil Judge in 1995. He was promoted as Senior Civil Judge in 2003, as Additional District and Session Judge in 2006 and as District and Sessions Judge in 2010. On 23 September, 2015 on account of his lengthy and meritorious service in the subordinate Judiciary he was elevated to the Bench of this Hon'ble Court.
Justice Sadaqat Hussain Raja
Justice Sadaqat Hussain Raja born on 9th June 1963 in village Khairabad, Tehsil and District Muzaffarabad, Azad Kashmir. He got his early education in the local primary school. He passed his Matriculation examination from the Board of Intermediate and Secondary Education Mirpur in 1978. Intermediate examination from the Board of Intermediate and Secondary Education Mipur in 1981. He passed his B.Sc. from the University of Azad Jammu & Kashmir in 1985. He passed his LL.B. from the University of Punjab Lahore in 1988. He got himself enrolled as pleader on 28.6.1988 and started legal practice in the lower courts. He was enrolled as Advocate of the High Court on 17.9.2001. He was enrolled as Advocate of Supreme Court of Azad Jammu and Kashmir on 10.8.2009. He practiced law generally at Muzaffarabad in all courts from the court of Civil Judge/Magistrate to the highest Court, besides Revenue Courts and tribunals. He was elevated as Judge of the High Court and took oath of office on 25 March 2016.
